I was a P3U consultant in the Pilot Program for the Promotion of a Private Sector Environmental Administration in Developing Countries within the Program for Strengthening Decentralized Environmental Management in the State of Guanajuato in 2000. I am the founder in 1998 of the Ecological Block of Guananjuato State, which he currently chairs and which joins more than 42 environmental organizations. I was founder of three Regional Centers of Environmental Competitiveness (CERCA) in Celaya, León and Valle de Santiago, Gto. with support from the German Agency GTZ in 1998.
